| 1st Border Conference on 21st November 2006 | | |
The first border crossing conference within the Seagull II project took place in Svetlogorsk, Kaliningrad Region, on 21st November 2006. The conference dealt with one most urgent issue influencing the cooperation within Euroregion Baltic, i.e. crossing the borders with the Kaliningrad Region in the eve of the extension of Schengen Treaty. The extended Schengen Treaty will cause additional difficulty for the inhabitants of Euroregion Baltic in cultivating their people-to-people contacts, as well as implementing EU territorial cooperation programmes. The aim will be to seek practical solutions which could minimise the negative impact of the extended Schengen Treaty and contribute to preventing new barriers from appearing on the external borders of the European Union. | Files: | | Speech by Kaliningrad Region Governor, Mr Georgiy Boos (EN) [PDF, size: 49.49 kB] | | Conference participants [PDF, size: 66.55 kB] | | Speech by Kaliningrad Region Governor, Mr Georgiy Boos (RU) [PDF, size: 49.22 kB] | | Presentation on EU Enlargement consequences by Mr N.C. | | | | | 2nd Border Crossing Conference 15th March 2007 | | The conference also touched on EU-Russia relations, perspectives for Euroregional Cooperation between the Kaliningrad Region and the neighbouring regions in the Baltic Sea Region, the road maps on the Four Common Spaces, the renewal of the EU-Russia PCA and the new joint Northern Dimension Framework Policy which all have a special impact on the possibilities to improve the social and economic development within ERB.
During the conference its participants adopted a political declaration including recommendations on how to improve border crossing procedures in the future in order to lessen problems affecting the flow of cargo and people to/from the Kaliningrad Region. The declaration had been prepared between January and February 2007, based on the findings of a currently drafted external study, concerning the short- and long-term impact of the EU enlargement on the flow of cargo and people to/from the Kaliningrad Region. | Files: | | | | |
